Description
The SCRSC provided a forum for conservation groups working in the watershed to advance ecosystem restoration project, conduct community engagement and perform advocacy to support the recovery of dual listed Southern California steelhead. The SCRSC served as a nexus point to coordinate efforts to implement multi-benefit, process-based ecosystem restoration projects. These projects are guided by the NMFSs Southern Steelhead recovery, CDFWs Steelhead Management Plan and other resource management plans. The SCRSC pooled and leveraged the expertise of its member organizations to engage new members and attempted to achieve new milestones for Southern steelhead recovery. The SCRSC performed public engagement to inform the regional community about on-going restoration projects, ecosystem management concepts and the importance of the overall recovery effort.
Project Benefit
The project will facilitate the recovery efforts of local groups for endangered Southern California steelhead in the Santa Clara River watershed. The Santa Clara River Steelhead Coalition will hold 8 quarterly meetings, submit 4 high priority projects for grant funding, implement 2 high priority projects; Coordinate and support efficient project implementation among partners; Conduct outreach at public/ environmental events and a range of platforms offering public information related to SCRSC projects and steelhead recovery.

Description and scope of the Recovery Plan implemented | |
This recovery plan covers all watersheds within the historically known range for Southern California Steelhead. This plan identifies and prioritizes recovery actions for all watershed within the range. In the Santa Clara River basin, this plan advances Recovery Task SC-13-400-01: Develop Local watershed groups for South Coast watersheds. This coalition is a direct result of this prioritized recovery action and has the clear objective of increasing the pace and scale of watershed restoration projects to support Southern California Steelhead species recovery. The Santa Clara River Steelhead Coalition focuses completely on recovering a resilient Southern steelhead population in this Core 1 watershed as designated by the NMFS Southern Steelhead Recovery Plan (2012). Coalition projects address the main threats to steelhead recovery listed in the Recovery plan: fish passage barriers, non-native species, water quality and water quantity, quality and quantity of required habitat types, estuary loss, continued encroachment of urban infrastructure and development and expansion of community engagement of purpose/need for recovery. Coalition members are directly engaged in implementing nature-based solutions to address issue with Vern Freeman Diversion, Santa Felicia, Harvey Diversion, Lower Santa Paula Creek flood control, Pyramid and Castaic dams (SCR-SCS-3.1). Coalition members are part of the watershed scale effort to address non-native and invasive species (SCR-SCS-9.1, 9.2, 9.3). Coalition members are actively engaged with the SGMA process (SCR-SCS-6.2). Coalition members are actively working to increase scale, scope and pace of Santa Clara River Estuary restoration efforts (SCR-SCS-12.1). In addition, the coalition holds quarterly meetings to provide forum for communication, coordination and collaboration internally and with resource agencies that participate. While also serving as primary public contact point through presence at community events and via various digital platforms. |
