Description    


With this grant, Underwood Conservation District completed the final design for replacing a fish passage barrier culvert on Mill Creek in the White Salmon River basin. The existing culvert is under Lakeview Road, a Skamania County road, and, according to WDFW Fish Passage Protocol, represents a 100% fish passage barrier due to its high outfall and steep gradient. Providing fish passage under this road will make accessible approximately 4.5 miles of additional anadromous fish habitat. The culvert blocks fish movement above RM 0.32 in Mill Creek, which enters the White Salmon River at RM 3.99. This is just above the site of Condit Dam, which was removed in 2011-12. Priority species include: Bull trout, steelhead, Coho, Pacific and brook lamprey, cutthroat trout and spring Chinook. During the grant period, UCDs consulting engineers with Tenneson and Interfluve identified and selected the best design alternative, which was then developed to the final design level. This planning work provided construction cost estimates to guide future project implementation with subsequent funding. The project addresses a top tier action priority and limiting habitat features identified in the 2013 Klickitat Lead Entity Salmon Recovery Strategy, and builds upon the White Salmon Fish Passage Inventory. The Inventory, a 2008 SRFB-funded project, prioritized the Mill Creek culverts replacement as the highest-priority project in the White Salmon River watershed.

Project Benefit    


The goal of this project is to provide access to upstream salmon and steelhead habitat above Lakeview road by removing the fish passage barrier at this road crossing. Currently fish are unable to access habitat upstream of this barrier crossing.
