Description
The Idaho Department of Fish and Game created a Bloom Creek restoration design that offered a recommended alternative, an optional alternative and costs estimates for both. Construction of the preferred alternative, which was also the least costly, will remove sediment input from a non-functioning levee, reduce channel degradation, increase stream complexity, and improve water quality in the 0.75 mile stream reach; the project area is comprised of 18 acres. Work will include placement of woody structures within the stream and grading eroding banks.
The fish presence/absence survey originally planned for the fall of 2014, was not completed due to stream turbidity; although there is data from a survey conducted in 2012 that established steelhead/rainbow presence.
Four stream cross sections were surveyed as part of the engineering design work and a general narrative description of the habitat condition is provided in the final report.
Though not identified in the project proposal, all local, state, and federal environmental compliance tasks were completed within the contract term.
Project Benefit
Two engineered designs were developed from this project and the preferred alternative selected for future implementation. All required permits were obtained including the following: Section 106 consultation (SHPO), Section 404/Nationwide permit (ACOE, IDWR, IDL), Floodplain Development permit (Clearwater County), and a Construction General permit – Low Erosivity Waiver (EPA).

The Potlatch River Watershed Management Plan identifies as high priority restoration strategies, those actions that restore riparian and floodplain areas, increase woody debris recruitment, reduce streambank erosion, increase habitat complexity, and maintain adequate stream discharge.
Two engineering design alternatives were developed for this project to increase stream complexity and improve water quality to enhance and restore critical spawning and rearing habitat for ESA-listed steelhead/ rainbow trout in Bloom Creek, a tributary to the East Fork Potlatch River, east of Bovill, Idaho. |
