Description

This program directly supported agency staff to implement conservation and recovery plans within Oregon.

Lower Columbia Implementation. An Implementation Toolkit (guidance document summarizing the process for prioritizing protection and restoration recovery action implementation across and within populations), was also completed for the Lower Columbia. The first and second annual Implementation Team meetings for the Lower Columbia were held (March 2012, August 2013). The Lower Columbia 3YIS was completed and posted to ODFW’s Lower Columbia plan website in August 2013.

Project Benefit

The goal of this project is to successfully implement the Lower Columbia conservation and recovery plan. In order to do this, a coordinator with sole responsibility for plan implementation is required, given the scope of the plan and the likelihood that the level of attention needed for successful implementation of it would not be able to be provided by adding responsibilities to existing staff with full workloads. The goal of the plan is to provide a roadmap of actions for delisting the species addressed from the federal ESA list, and improve and maintain healthy populations of these native fish for the social, economic, and natural benefit of current and future Oregonians.

Description and scope of the Recovery Plan implemented
The plan being implemented is for four Lower Columbia River/Columbia River ESUs/DPS: coho, Chinook, steelhead, and chum. Several key components of the plan are being implemented, including establishment of an Implementation Team representing a host of public and private entities, developing an annual report, and developing the three-year implementation schedule which includes prioritization of actions.
