Description    


Through the process originally proposed IDL, Potlatch Forest Holdings, and Latah SWCD developed four (4) proposals over several years that were then funded by the Idaho Office of Species Conservation (IOSC) through the Snake River Basin Adjudication Program. All of the tasks identified support implementation priorities from the Potlatch River Watershed Management Plan, the Clearwater Subbasin Management Plan, and the Idaho Forestry Program that is s draft ESA Section 6 Agreement developed through the SRBA Mediators Term Sheet. The Idaho Forestry Program requires more advanced standards, specifications, and scheduling than the Idaho Forest Practices Act. Each of the four proposals is highlighted below and identified by contract #, award amount, project title (primary watersheds) and bulleted deliverables, by contract. Project implementation will be reported under the SRBA program.

Project Benefit    


Through the coordination of efforts between Latah SWCD, Idaho Department of Lands, and Potlatch Forest Holdings Inc. state and private expenditures will be leveraged to secure additional resources to protect and improve ESA-listed wild steelhead habitat throughout the Potlatch River watershed in ESA - designated critical habitat for steelhead. Four action plans were developed under this contract and all have been awarded funding through the Idaho Snake River Basin Adjudication Fund Program and are currently being implemented on non-federally managed lands.

          Description and scope of the plan developed
          Four action plans with multiple forest management practices were developed under this contract. Each plan includes selected forest management practices and their designs to restore stream conditions to benefit ESA-listed steelhead in ESA - designated critical habitat for steelhead. In addition, the actions selected are priorities as identified in the Potlatch River Watershed Management Plan and in watersheds identified as priorities from IDFG distribution and abundance surveys for steelhead. Selected practices will focus on riparian areas and road management. See the "Actual" project description for the list of locations and types of forest management practices that were selected and designed. These will be implemented using a different funding program.
