Description
The purpose of this project was to provide implementation of conservation and recovery plans at a statewide policy level. Four statewide policy implementation and planning staff coordinated implementation of conservation and recovery plans at the regional and statewide level. They worked to coordinate activities across programs within ODFW, between state and federal agencies, and with constituent groups to ensure that processes work efficiently and actions are implemented to address the limiting factors identified in conservation and recovery plans for Oregon populations of salmon and steelhead. Staff were involved in interagency meetings intended to better coordinate efforts to implement actions identified in conservation and recovery plans throughout the state, including discussions and efforts to advance the amount of beaver-related pond habitat within Oregon and, in particular, within the OC Coho Salmon ESU. Staff also worked to assess, understand, and remedy significant downturns in several coastal salmon and steelhead populations in order to avoid long-term conservation issues and ESA listing. Additionally, staff led ODFW planning and coordination to advance conservation and recovery efforts using new restoration funds available under the IIJA. The Eastside IC served a job rotation as the statewide Acting Interdivisional Beaver Coordinator (AIBC). In this role, the Eastside IC/AIBC coordinated across the Department’s Director’s Office, Divisions (Fish, Wildlife, Habitat), and East and West Region leadership to develop an ODFW Beaver Habitat and Beaver-Modified Habitat Action Plan for accelerating the restoration of beaver-modified landscapes in Oregon. Additional efforts include coordinating with and providing support to external partners on beaver-related projects. For example, the Eastside IC/AIBC participated on the technical workgroup (with Beaver Coalition, ODFW, NMFS, and USFWS staff) for the Best Management Practices for Pond Levelers and Culvert Protection Systems Guidance Manual v 1.1 and ongoing beaver flow device permitting guidance conversations. Finally, staff continued coordination of a statewide process to identify priority watersheds for habitat protection and restoration; an effort that will support and focus recovery actions for multiple ESUs.
PCSRF FFY2018, FFY2020 and FFY2022 funds were expended on project costs incurred during the corresponding PCSRF FFY contract award periods.
Project Benefit
The goal of this work is that priority restoration and recovery work described in conservation and recovery plans, including actions to restore ecological processes and riparian conditions, is conducted within ESUs in a technically appropriate manner, and habitat was protected to the greatest extent possible relative to land and water use activities.
