Description    


The Klickitat County Lead Entity is the channel through which all habitat protection and restoration projects go to the Salmon Recovery Funding Board (SRFB) to seek funding. During the 2009-11 biennium, the Lead Entity facilitated two grant rounds resulting in the funding of seven SRFB projects within the Klickitat County Lead Entity Region while preserving key processes to facilitate future grant rounds.

The Klickitat County Lead Entity process, through which funding for salmon habitat projects is obtained, is a multi-step procedure which coordinate local interests and people with project sponsors and the SRFB, with the goal of statewide salmon recovery starting from the local level. Lead Entity staff facilitated a Technical and a Citizens committee which solicited for salmon habitat recovery project applications, reviewed and ranked projects for funding based upon the locally created Lead Entity Salmon Recovery Strategy. Both committees worked together updating and revising the Strategy. Lead Entity Staff also coordinated with project sponsors through the application process until project completion in an effort to communicate salmon recovery to the public. This communication takes many informal forms as staff represented the Lead Entity at appropriate salmon recovery forums and local interest groups in addition to formally presenting salmon recovery progress via the Salmon Habitat Work Schedule database.

Working locally, the Lead Entity coordinated with other Lead Entities across the state and with the SRFB, the GSRO, and the State RCO rolling up the local salmon recovery effort to provide the bigger state wide salmon recovery picture, administer grant funding, and report on progress.

Project Benefit    


With support and direction from the Legislature, Washington State developed the Statewide Strategy to Recover Salmon. Its goal statement is “Restore salmon, steelhead, and trout populations to healthy and harvestable levels and improve the habitats on which fish rely.” Recognizing that a strong watershed-based locally implemented plan is essential for local, regional, and statewide salmon recovery and that habitat restoration is a vital component of salmon recovery efforts, the Legislature developed a framework for the creation of lead entities.

          The Klickitat Region Salmon Recovery Strategy documents the vision for salmonid recovery and the goals and other components of the strategy for salmonid habitat recovery and protection in the Klickitat Lead Entity’s geographic area. The strategy will be used for a number of functions, including the following: • guiding the identification, sequencing, and prioritization of salmonid habitat projects for funding through the Salmon Recovery Funding Board (SRFB); • recruiting project sponsors and guiding their efforts towards higher priority areas and projects; • guiding the identification and selection of mitigation projects; • contributing to the habitat restoration and protection (non-regulatory) component of watershed plans developed under chapter 90.82 of the Revised Code of Washington (RCW); • enlisting the support and active participation of landowners and the community at large in the effort to restore and protect salmonid habitat; • assessing completed projects to determine if the desired results are realized, and to refine and retune the strategy and project guidance for maximum benefit to salmonids; • seeking sources of project funding to augment SRFB monies; and • serving as a tool for education and community outreach. The Klickitat Region Salmon Recovery Strategy was developed for use by the Klickitat Lead Entity Organization for non-regulatory purposes, such as those outlined above.
