Description
• Successful performance of duties associated with implementation and completion of Lemhi SWCD sponsored habitat restoration projects. These duties included, but were not limited to the following: • Provided project management, construction oversight, and contract administration for Lemhi SWCD sponsored projects, which adhered to NRCS practice standards and specifications and applicable local, state and federal regulations. • Maintained communications with landowners/managers, conservation partnership staff, consulting engineers, and local technical contractors regarding design specifications and requirements for project implementation; • Performed construction inspector and contracting officer duties to ensure projects were implemented according to design standards/specifications and contract requirements were met. • Used construction plans and specifications, GPS, maps, aerial photography, soil surveys, and other technical information as necessary for project implementation. • Ensured compliance with CWA, ESA, NEPA, NHPA, and other environmental regulatory requirements for projects were met. • Participated in local planning meetings with Lemhi SWCD staff and supervisors, USBWP staff and partners to coordinate and prioritize project tasks, including technical assistance. • Used and was proficient using BPAs Pisces reporting system. • Coordinated with Lemhi SWCD administrative assistant on status reviews, billing and payment processing, tracking, reporting, and managing financial components of contracts. • Assessed conservation and resource needs within the Lemhi SWCD in cooperation with USBWP and federal, state and local partners. • Solicited and proposed project ideas to USBWP planning staff • Promoted and maintained a collaborative work environment among Lemhi SWCD employees, the USBWP and the upper Salmon conservation partnership and other Lemhi SWCD partners. • Developed an annual budget in collaboration with the Lemhi SWCD administrative assistant. • Identified and assessed funding needs for Lemhi SWCD operations, programs and projects. • Identified potential funding sources for Lemhi SWCD activities and made recommendations to supervisors. • Implemented public outreach and educational activities, presentations, media releases, and contacts with landowners. Participated in Agricultural Week, the Idaho Envirothon, and the Lemhi County Fair. • Compiled materials, prepared a monthly report, prepared background information for decision-making and presented these to the Lemhi SWCD at their monthly supervisors’ meeting. • Attendance at other meetings included the following: bi-monthly USBWP meetings, annual IASCD conference, bi-annual IASCD Division VI meetings
Project Benefit
Habitat protection and restoration projects implemented as a result of this project will address removal of barriers to anadromous fish passage and/or reconnection of currently disconnected habitat or flow, more and more habitat for rearing and spawning will be accessible in the Salmon subbasin. These results will benefit Snake River Basin ESU steelhead and Snake River ESU spring/summer run Chinook Salmon, as well as, Bull Trout, Westslope Cutthroat and Redband Rainbow Trout

Description and scope of the plan developed/implemented | |
This project implemented the following subbasin plan objective and associated strategies: Socioeconomic Objective 66A: In the upper portion of the Salmon subbasin, use the Upper Salmon Basin Watershed Project to coordinate implementation of habitat strategies to maximize efficiencies in implementation. In the lower portion of the Salmon subbasin, develop a group to guide implementation of this plan and to coordinate recommendations with co-managers for funding, implementation, and other management activities.
Strategies:
66A1. Assist Soil and Water Conservation Districts, Watershed Advisory Groups, and other existing groups to organize project goals and implementation strategies.
66A3. Facilitate networking of these groups with technical assistance in the subbasin.
66A4. Involve communities in finer scale planning efforts (e.g., reach or watershed) than subbasin planning and in program and project planning.
66A5. Coordinate plan implementation with federal, tribal, state, local, and other interests and avoid program and project duplication.
66A7. Promote stewardship of natural resources through enhanced local involvement and support.
66A8. Implement information and education actions identified in this management plan.
