Long-term goals of Tualatin River National Wildlife Refuge Additions Project (Project) consist of acquiring, restoring, and managing lands within an established refuge boundary for the protection, mitigation, and enhancement of habitats that were affected by development of the Federal Columbia River Power System (FCRPS). Project actions are intended to benefit wildlife, aquatic species, including resident and anadromous fish, and threatened and endangered species within the Tualatin River basin.



Established as a National Wildlife Refuge in 1992, proposed and existing tracts of land within the approved boundary of the Tualatin River National Wildlife Refuge (Refuge) consist of historical and extant seasonal emergent and forested wetlands, Oregon ash-dominated riparian forest, mixed coniferous/deciduous forest, and Garry oak (Oregon white oak) dominated savanna communities. Remnant plant community types found within the Refuge are classified as imperiled habitats in the Willamette Valley and provide habitat diversity that support continental wintering populations of high priority waterfowl species, breeding neotropical migratory birds, resident and anadromous fish, as well as resident mammals, amphibians, and reptiles associated with FCRPS habitat losses.

Funds associated with this contract will be used in conjunction with Refuge and other partner resources to complete pre-restoration site prep actions, largely associated with invasive plant abatement (herbicide application, mowing and burning), as well as initial re-vegetation efforts at the Wapato Lake NWR (part of the Tualatin River National Wildlife Refuge Complex). Site prep actions will specifically target the 800 acre degraded Wapato Lake wetland basin in an effort to prepare the site for native plant community re-establishment and hydrologic restoration.



BPA dollars would be used specifically to fund a full time biological science technician to conduct a portion of the site prep work at Wapato Lake (herbicide application and mowing), in addition to coordinating partner participation in the effort; support annual field supply purchases, herbicide, and fuel for vehicles and equipment associated with site prep actions; as well as support for procuring wetland plant seed and plugs for installation in fall 2021.

Project actions will target a reduction in non-native, invasive plant cover across a historic 800 acre wetland basin in preparation for restoring site hydrology and native plant communities characteristic of palustrine forested, scrub-shrub, and emergent wetlands. Site prep actions commenced during spring/summer 2018 and will continue through fall 2021. Site prep actions consist primarily of herbicide application with backpack sprayers, and booms mounted to ATVs and tractors, as well as soil disking. Upon adequately reducing the non-native, invasive plant cover, native plant communities will be re-established via bare root, plug and bulb plantings, as well as seeding. Revegetation efforts will commence during winter 2020-21 and continue through fall winter 2021-22.
