The Confederated Salish and Kootenai Tribes (CSKT) and Montana Fish Wildlife and Parks (MFWP) wrote Fisheries Mitigation Plan for Losses Attributable to the Construction and Operation of Hungry Horse Dam in March 1991 to define the fisheries losses, mitigation alternatives and recommendations to protect, mitigate and enhance resident fish and aquatic habitat affected by Hungry Horse Dam. On November 12, 1991, the Northwest Power and Conservation Council (NPCC) approved the mitigation plan with minor modifications, called for a detailed implementation plan, and amended measures 903(h)(1) through (7). A long-term mitigation plan was submitted in August 1992, was approved by the Council in 1993, and the first contract for this project was signed on November 11, 1993. The problem this project addresses is the loss of habitat, both in quality and quantity, in the interconnected Flathead Lake and River basin resulting from the construction and operation of Hungry Horse Dam. The purpose of the project is to both implement mitigation measures and monitor the biological responses to those measures including those implemented by Project Numbers 9101903 and 9101904.

Goals and objectives of the 1994 Fish and Wildlife Program (Section 10.1) addressed by this project are the rebuilding to sustainable levels weak, but recoverable, native populations injured by the hydropower system. The project mitigates the blockage of spawning runs by Hungry Horse Dam by restoring and even creating spawning habitats within direct drainages to Flathead Lake. The project also addresses the unstable shoreline habitat within Flathead Lake, and the shifts in species composition within the lake and consequent dominance of new species that restricts the potential success of mitigation measures. Specific goals of this project are to create and restore habitat and quantitatively monitor changes in fish populat

Lake trout have been responsible for the serious decline of native fishes in the Flathead system. An EIS that quantifies the effects of removing lake trout from Flathead Lake was completed by CSKT in February 2014. The EIS documents a final decision by CSKT that targets 75% of the Age 8+ population of lake trout. To achieve this reduction, a combination of fishing contests and netting are required. The total effort is conducted with several cooperating agencies within the Flathead and funding comes from several sources. Modeling indicates that the desired level of suppression can be achieved with an annual harvest of 143,000 lake trout. In 2019, a harvest of 115,484 was achieved with contributions of 25,000 from the general public, 58,351 from Spring and Fall Mack Days, and 32,033 from gillnetting. This WE funds a portion of the Spring and Fall Mack Days events with a target harvest of 10,000 to 20,000 lake trout attributable to this funding.

Activities under this work element (WE) describe the proposed actions necessary to control noxious weeds and other vegetation on multiple BPA mitigation properties. These properties are owned by the CSKT, and were acquired using BPA funding as partial mitigation for lost fish habitat associated with the construction and inundation impacts of Hungry Horse Dam. Four separate categories of activities will occur under this WE: 1) herbicide application to control noxious weeds, 2) release of biological control agents (e.g., insects) to control noxious weeds, 3) mowing to control noxious weeds or to manage tall vegetation (primarily grasses) around parking areas and heavily traveled roads, and 4) re-seeding of previously seeded areas. GIS shape files of all property boundaries on which work will occur under this WE will be sent separately to the EC Lead.

Therefore, Fisheries staff are proposing to perform all structure and debris removal work between the months of October 2019 and September of 2020. GIS shape files of property boundaries, structure/debris removal locations, staging areas, and access roads have all been sent separately to BPA EC staff.
The Ravalli Curves property contains a total of 13 structures: two houses, one garage, three barns, and seven outbuildings. Structure removal activities proposed in FY 2020 will generally proceed as described for the Upper Demonstration Reach and Bird’s Eye View properties. One of the houses and the garage have a high salvage value. The preference of Fisheries staff is to work with an experienced local contractor or individual to move or dismantle both of these structures and relocate them to another location. If no contractor or individual is interested in relocating the structure, then Fisheries staff will then look into the option of working with the local Arlee Volunteer Fire Department to burn the structures as a training exercise for fire personnel. All other structures on the property will be dismantled with a particular emphasis on salvaging aged lumber and any useable building products.
