Project Goal:
The objective of this project is to facilitate wildlife mitigation activities under the Southern Idaho Wildlife Mitigation Project in order to protect, enhance/restore and maintain riparian, shrub-steppe, and scrub-shrub wetland habitat at suitable sites in the Middle and Upper Snake Provinces as mitigation for wildlife losses associated with the construction hydroelectric projects. Target species include mule deer, elk, mallard, mink, black-capped chickadee, yellow warbler, yellow-rumped warbler, ruffed grouse, blue grouse, spruce grouse, sage grouse, redband trout, and bull trout. This contract has been developed to cover personnel, administrative, and operating costs. Many of the objectives and tasks listed throughout this document are conducted on an ongoing basis throughout the contract period.
Background:
In southern Idaho, a BPA debt of wildlife habitat losses identified in the Councils Fish and Wildlife Program remain to be mitigated in the area covered by the Southern Idaho Wildlife Mitigation (SIWM) project. The SIWM group includes the Shoshone-Paiute Tribes, the Shoshone-Bannock Tribes, and the Idaho Fish and Game Department.
Tools that will be utilized to identify acquisition, protection, and enhancement sites include the GAP analysis program, BPA impact assessments, regional fish and wildlife data, input from regional professionals and working groups, and maps of available properties.
Location:
The Duck Valley Indian Reservation encompasses approximately 289,820 tribally-owned acres equally straddling the Idaho and Nevada border, and there are approximately 1,800 enrolled Tribal members. The Reservation is in the Middle Snake Province and both the Bruneau and Owyhee subbasins. The Reservation is both remote and isolated; the closest town centers are Elko, Nevada and Mountain Home, Idaho, both approximately 100 miles from the Reservation

The main parcel property is composed primarily of sagebrush steppe, meadow and riparian habitat. With the completion of the NE fence the property will be divided into three areas: Upper Pole Creek, Meadow Area and Lower Pole Creek. The meadow area will be grazed in 2021. The intent of prescribed grazing is utilize late season grazing to cut reduce grass biomass (a fire hazard), reinvigorate grass species, open up the canopy in sagebrush steppe. Grazing would occur during summer (after July 15th) or fall 2021 contingent on suitable habitat conditions. Depending on grazing period livestock may be excluded from some areas by utilizing temporary electric fence.

In an effort to maintain a mosaic of different habitat types at the Pole Creek property, the Tribes propose to cut down stage one juniper trees (10' tall or under) on the main parcel of the property. The property management plan identified juniper encroachment as an issue of concern to the Tribes. By removing the youngest age class of the species it will suppress further expansion of the species across the landscape. The Tribes will monitor other juniper treatment efforts in the region and evaluate whether further landscape scale work will be warranted to retain the wildlife values of the property.

The Pole Creek property is not completely fenced. Fish and wildlife habitat would benefit from construction of a boundary fence on the downstream Pole Creek boundary (additional .19 miles of stream and riparian habitat (7.8 acres) would be protected by construction of ~300' of fence). Fence construction will occur during spring 2021. EC was completed on this project on 8/8/19 but there were not sufficient funds to purchase materials during 2020 so this project will take place during the 2021 contract period.
