The Hangman Restoration Project was submitted to the Northwest Power and Conservation Council in the 2000 Rolling Provincial Review, received approval and was first contracted in August of 2001. The Project was submitted with the partner project 2001-032-00, Implement Fisheries Enhancement on the Coeur dAlene Indian Reservation: Hangman Watershed. 2001-032-00 was designed and implemented to provide a fishery in the Hangman Watershed by focusing on the remaining native trout populations in the watershed and the stream habitats that support them. However, on the Coeur dAlene Indian Reservation, the condition of instream habitats for fish are inextricably linked with the management of the lands through which the streams flow. While 2001-032-00 focused on the fish and streams habitats, 2001-033-00 was proposed to provide a means of protecting habitats through management rights acquisition and provide a focus on the landscape management dynamics that lead effect instream habitats.



A major success for the Hangman Restoration Project was the acquisition of 1,400 acres for wildlife habitat crediting that will assist in reconnecting native fish populations once restoration efforts on the acquired lands improve instream habitats. However, the habitat protection tool (fee title acquisition through wildlife Habitat Unit crediting) used during the first years of the project did not allow the direct protection of habitats that support native fish as those habitats are not well suited to wildlife mitigation. During the first years of this Project connective habitats were secured and the Project is well situated to improve habitats for both native fish and wildlife in the Upper Hangman Watershed in the coming years. For the FY2007-FY2009 time period the Coeur dAlene Tribe proposes to begin restoration efforts on the acquired lands to credit the Bonneville Power Administration wildl

Establishment of native vegetation is a primary step in establishing the full complement of native floodplain habitats, which will in turn promote wetland characteristics in the Hangman Floodplain and contribute toward the optimum stream habitats for native redband. Native deciduous tree and shrub tall-one nursery stock will be purchased and planted using 4 inch augers within the A485, Charlie Morris, T483B and F1139 Project Sites to compensate for mortality that previous plantings suffered. Plantings within the hnt'k'wipn Management Area will be placed along Hangman and it's intermittent tributaries where native grasses have established. T375 and Food Distribution are scheduled for CCRP contracts beginning in October of 2020, and this will be the first of several years of plantings for those Project Sites. This work is to be completed by Coeur d'Alene Tribe Wildlife Program technical staff.

Persistence of beaver dams is key to improving habitat for native redband trout throughout the Project Area and in dampening the extreme fluctuations in the annual hydrologic cycle. In 2020, previously install BDAs will be maintained and a minimum of 6 additional BDAs (either reinforced beaver dams or constructed willow weaver structures) will be installed at sites specifically selected to maximize habitat improvements. Site selection will be coordinated with the Hangman Fisheries Project (2001-032-00).

Problems that result from beaver activity, such as plugging road culverts or flooding private property, will be managed by constructing exclusionary devices that limit a beaver's ability to either construct a dam at a specific location or impound water to a damaging level.

Native deciduous trees and shrubs have been planted to increase terrestrial habitat complexity, increase channel stability, and provide food and building materials for beaver. Those plantings must be protected until they are fully established and can tolerate browsing. In the past, small space protection has been established for clusters of native deciduous shrubs and trees by using 16 foot long livestock panels that are made from four gauge wire. Livestock panels were placed in pairs with the ends tied together and the middle separated to form a small exclosure. As planting numbers expanded beyond the capability of protecting those plantings with small exclosures, large, long term exclosures that are approximately 100 yards by 100 yards were constructed of 7 foot high woven wire nailed to posts to form four rectangular and one triangular structures. In addition, large, temporary protective exclosures were established to protect FY2015, and FY2016 plantings. This exclusionary fencing was established to ensure plants attain growth that will withstand browse. Deer fencing is quite effective and will continue to be used to create larger exclosures. Wire mesh deer fencing, 6.5ft tall, is more difficult to erect and move then livestock panels but is within Project budget limitations. The larger deer fence exclosures were abandoned in FY2018 because efforts to install and maintain were excessive and fences themselves were becoming burdensome to habitats in the floodplain. In FY2018, Repellex tablets (two per tall-one) were included with the plantings. Since the Project is facing the inevitability of not being able to keep up with such extensive fencing efforts, plants purchased from the nursery are grown with Repellex included in the soil mixture and tablets are added as they are planted. Additional treatments of Repellex are added approximately twice a year for the first two years.

Noxious weeds will be controlled on properties managed by the Hangman Restoration Project by 1) crop production within the hnt'k'wipn Management Area that await restoration activities in out years, 2) chemical herbicide (aminopyralid/2,4-D(amines) with Activate adjuvant) treatments within hnt'k'wipn, A434, A485, Charles Morris, T483B, and F1130 where noxious weeds are unwanted competition for native vegetation, and 3) mowing and seed source removal of approximately 50 acres of the hnt'k'wipn Management Area where Vententata dubia may be a problem. No ground disturbance is to occur.
