This project will provide the funding necessary for ODFW to implement the Willamette Wildlife MOA between BPA and the State of Oregon and to assist with restoration and/or operations and maintenance work that is required on acquisitions funded through the MOA and those that were accomplished prior to the MOA.

In 2010, the State of Oregon and Bonneville Power Administration (BPA) entered into a fifteen year agreement to permanently settle wildlife mitigation responsibilities for the federal Willamette River Basin Flood Control and Hydroelectric Project in the Willamette subbasin. The Willamette Project includes 13 multi-purpose dams and reservoirs as part of the Federal Columbia River Power System. The Parties to the Willamette River Basin Memorandum of Agreement Regarding Wildlife Protection and Enhancement (MOA) determined that settlement would be accomplished through the protection of an agreed number of acres that, once protected, would permanently settle the federal mitigation requirement. BPA agreed to provide specific funding amounts for the purchase of lands in fee title or conservation easement, as well as the protection and maintenance of this acreage. These annual budgets reflect the agreed upon yearly amounts of funding for the operations and maintenance of the WWMP by ODFW. Since 2010 ODFW had an annual PISCES entry and a contract and every year the budget grows as staff are added and the program begins running at full capacity.

ODFW acquired Gail Achterman Wildlife Area, formerly known as Hayden Island, in May 2016. The site totals 290.6 acres, of which approximately 252.1ac are non-wetland riparian floodplain forest, 8.2ac non-wetland floodplain forest opening, 23.8ac are back channel and slough wetland habitats, and 6.5ac are riparian wetland. A portion of the interior has been disturbed through previous gravel mining activities and consists of a mix of native and non-native grasses and forbs. This area is subject to natural recolonization but the non-native plants will be treated through mechanical and chemical methods. The floodplain forest is largely intact with areas consisting of healthy populations of native shrubs, forbs, sedges, and grasses. However, weedy species such as blackberry, reed canary grass, spurge laurel, and english ivy, all state-listed category B weed species, are both ubiquitous throughout the understory. All are designated for targeted control. We will use spraying, mastication, weed whacking, and mowing to remove non native vegetation. The slough is heavily infested with aquatic invasives and is being chemically and mechanically treated.

The goal of the project is to restore natural wetland function by replacing the water control structures within existing wetland cell units with controllable structures rather than berms and dikes which have been used in the past (this work is in design/permitting/planning phase). Project is in coordination with Ducks Unlimited and uses partial NAWCA funding. Water rights have been secured for the site. Archaeological consultation occurred in FY18. Disking of cells is anticipated to start by July 1 through October 15; vegetation management will continue on this area to eradicate non native vegetation. Areas of the site will be seeded and planted with native vegetation.
