This project will provide the technical planning support needed to implement eight riparian buffer contracts on approximately 150 acres covering an estimated 6-10 miles of streams as a two-year goal. One full time employee will be dedicated to the outreach and promotion of state and federal riparian programs in addition to the technical planning support needed to implement the eight riparian buffer agreements in this contract year.

Wheeler Soil and Water Conservation District (SWCD) continues to be one of the primary entities focused on improving riparian habitat and overall watershed health within Wheeler County. Working in close partnership with U.S. Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) the district has the ability to develop and implement scientifically sound and economically feasible resource management plans for private landowners.



The SWCD will implement riparian buffer protections to address limiting factors identified in the John Day Sub-basin Plan (John Day Subbasin Plan by Northwest Power and Conservation Council) for areas of the Lower John Day River Sub-basin within Wheeler County. This contract will fund a Riparian Buffer Technician that will provide technical planning and support needed to implement three new riparian buffer contracts (two leases and one new fence construction), and seven renewed contracts (leases) on approximately 350 acres covering an estimated 15-17 miles of streams under this contract. Four of the agreements were carried forward from the prior contract due to project delays and the new work prosed under this contract is limited to the renewal of six CREP agreements. Two placeholders for locations that have yet to be determined have also been included in the event new opportunities arise. The Riparian Buffer Technician will also conduct outreach needed to implement riparian buffer agreements in the next contract.



Plans developed by the Riparian Buffer Technician are used to implement riparian buffer agreements. Buffers widths will average 65 feet on each side of the qualifying streams but may also vary in width from 35 to 180 feet. Actual implementation costs, lease payments and maintenance costs will be borne by existing USDA programs: Continuous Conservation Reserve Program (CCRP) and Conservation Reserve Enhancement Program (CREP). This riparian protection project is located along a .27 miles of Butte Creek which is mapped as Essential Salmonid Habitat (ESH) (https://www.streamnet.org). The project reach has improved through past CREP protections and is on its way to becoming a functional riparian forest buffer but continued riparian exclusion is essential to reach optimal conditions. The stream reach is adjacent to the landowners winter feeding operations, and is also adjacent to their summer grazing pastures. The protected riparian buffer would continue to function as a filter strip providing nutrient uptake for upland runoff while the addition of riparian plantings will increase shading of the stream providing additional shade for Butte Creek. Maintaining cooler water temperatures will support summer steelhead within the downstream reaches of Butte Creek, provide detritus materials, and ultimately increase habitat diversity by providing a source for large wood debris.

While no future restoration plans are in place to date, a contract renewal may very well identify and present additional opportunities to provide habitat improvements or other projects providing ecological benefits.

This project was carried over from previous contract (82532 WE G) due to CR and T&E compliance that has been held up with FSA. This pushed the project work back until it was decided to carry the contract over to the new contract. Milestones completed under the prior contract have been removed from this scope of work.

A new CREP agreement will be developed and signed resulting in new riparian fence ex-closure funded through the FSA. This CREP agreement was switched from a 15 year agreement to a 10 year agreement to align with the with the contract length of the instream lease. BPA funding is utilized only to cover CREP technician time for conducting outreach, preparing the conservation plan, and providing technical assistance prior to and during implementation. Water rights are currently secured with an OWRD instream lease, and will be renewed to align with the renewal of the CREP contract. A completed water survey form will be uploaded with the associated CREP buffer.

This riparian protection project is located along a 3.07 miles of Bear Creek which is mapped as Essential Salmonid Habitat (ESH) (https://www.streamnet.org).

Under the original contract, fencing was installed through the ODF&W Fish Habitat program. Maintenance is not available under USDA/FSA, and will be the responsibility of the landowner, should ODF&W not be able to renew their agreement.

This buffer currently lacks both woody species and age diversity and has been treated with Beaver Dam Analog structures (BDAs) over the past 3 years. The addition of BDAs re-engages the floodplain, recharges ground water, and can re-engage or even create side channels. This results in a better chance of survival for riparian plantings and by enhancing the buffer with upper story species, and younger plants, habitat for salmonids will be improved by providing additional shade and eventually large wood recruitment. Under this contract a riparian planting plan will be developed and implemented to install upper story riparian species.

First Year Planting Only. Planting installation is funded by FSA and additional cost share is provided by the landowner and/or OWEB.

Technical assistance will be provided by the CREP technician for site preparation and planting of the work area for all active CREP.

Approximately 128.6 acres of riparian habitat will be restored through planting under all conservation plans developed under this project. The planting efforts will be documented in the metrics when the contracts for planting efforts are executed with the landowner. Streams on all new leased land contracts and install fence contracts will be planted at an average of 25 plants per 100 lineal feet. Some contract renewals will be planted for enhancement. Planting for renewals will be determined following site inspection and prior to renewal. All planting costs will be covered by FSA and OWEB.

The project reach has diversified woody habitat and is on its way to becoming a functional riparian forest buffer but continued riparian exclusion is needed to reach desired conditions. The stream reach is adjacent to the landowner's Hay production fields and grazing pastures, with the renewal of a CREP contract the acres will continue to function as a filter strip providing nutrient uptake and reducing sediment load from upland runoff while the addition of riparian plantings will increase shading of the stream providing additional cold water inputs as a tributary to the ESH listed stream of Butte Creek. The additional cold water input from Stone Cabin Creek will assist in the spawning/rearing of summer steelhead within the downstream reaches of Butte Creek.

Past projects have included juniper removals in the uplands to increase water availability in streams and for native vegetation. While no future restoration plans are in place to date, a contract renewal may very well identify and present additional opportunities to provide habitat improvements or other projects providing ecological benefits.

Maintaining cold water will assist in the rearing of summer steelhead within the downstream reaches of Butte Creek, provide detritus materials, and ultimately increase habitat diversity by providing a source for large wood debris.

While no future restoration plans are in place to date, a contract renewal may very well identify and present additional opportunities to provide habitat improvements or other projects providing ecological benefits. This includes a partial fish passage barrier that exists because of a perched culvert, renewing this contract may create the opportunity to remove the fish passage barriers and install bottomless culverts.

This riparian protection project is located along a 2.78 miles of Mountain Creek which is mapped as Essential Salmonid Habitat (ESH) (https://www.streamnet.org). The project reach is on it's way to becoming a functional riparian forest buffer but needs additional years of growth, and would benefit from additional plantings to provide age and species diversity. Additionally, a presence of beaver has been observed on this reach and while they do provide restoration benefit, they have had a large negative impact on nearby woody vegetation. Additional plantings will be protected by HD tree protection constructed from 2"x4" welded wire mesh cages that surrounds individual plantings and is anchored in place by steel "T"-posts, or re bar. This type of protection will ensure that restoration efforts are not damaged by wildlife. This stream reach also lies within the Wheeler SWCD's Ag Water Quality Management Area that was identified and selected with the Oregon Department of Agriculture. Stream reaches within the area where identified as having high ecological benefit when restoration efforts are implemented.

This riparian protection project is located along a 2.67 miles of Butte Creek which is mapped as Essential Salmonid Habitat (ESH) (https://www.streamnet.org). The project reach is on it's way to becoming a functional riparian forest buffer but more use exclusion is necessary to reach optimal conditions. The stream reach is adjacent to the landowners winter feeding operations therefore implementation of this riparian protection project will address limiting factors linked to Ag water quality by enhancing the buffer with additional plantings to provide nutrient uptake, and act as a filter strip to upland runoff. Previous restoration efforts and partners include ODFW habitat program who provided the exclusion fencing. Utilization of this program by the landowner is extremely beneficial in the sense that large portions of streams are able to be fenced off and excluded to livestock independently from the CREP program. This allows CREP funding to be used for riparian plantings and the development of a more robust planting plan that takes into account natural regeneration. While there was good response in natural regeneration, the presents of a beaver colony has been observed on this reach and while they do provide restoration benefit, they have had an impact on nearby woody vegetation. Additional plantings will be protected by HD tree protectors constructed from 2"x4" welded wire mesh cages that surround individual plantings and are anchored in place by steel "T"-posts, or re bar. This type of protection will ensure that restoration efforts are not damaged by wildlife.

Past restoration actions with this landowner include the replacement of 2 perched culverts with bottomless arch culverts that provided passage to all life stages of salmonids. Partners of the project included ODFW, OWEB, the Confederate Tribes of Warmsprings, the Wheeler SWCD, and the landowner.

The stream buffer was shortened due to new landowners wanting to use this first round of CREP as a pilot to see how the CREP program works. BPA funding is utilized only to cover CREP technician time for conducting outreach, preparing the conservation plan, and providing technical assistance prior to and during implementation. Riparian planting and other management actions are paid by the FSA through a contract with the landowner. The landowner is responsible for all implementation.

This riparian protection project is located along a .975 miles of Pine Hollow Creek which is mapped as Essential Salmonid Habitat (ESH) (https://www.streamnet.org). The project reach is sparsely vegetated with only a few Mt Alder, and an extremely limited shrub component. Implementation of this riparian protection project will address shading, and plant diversity limiting factors, provide additional detritus materials and eventually large wood recruitment for habitat diversity within the reach by installing additional riparian plantings from the toe to transition zones. Past restoration actions include a culvert to bridge replacement providing fish passage for all life stages of salmonids, and installation of an improved irrigation diversion and newly installed fish screen. A fence will not be needed for this contract because the landowner utilized the ODFW habitat program, however additional riparian restoration is still needed. By using the ODFW habitat program, this allows for more CREP funding to go towards active restoration such as plantings since fencing consumes much of the CREP budget. Other project elements provided by ODFW included the installation of the fish screen located on the downstream diversion, and additional labor provided on the installation of the irrigation diversion and bridge installation.

Future restoration plans include CREP buffers on Shingle Creek, Fort Creek, and mid and upper Pine Hollow Creek. Passage projects on Shingle Creek correcting two partial, and one complete barrier. Upland work will also occur including removal of junipers on north facing slopes, spring developments for livestock watering facilities, and fence construction to promote proper grazing patterns.

A CREP agreement will be renewed for 10 years resulting in continued riparian protections. BPA funding is utilized only to cover CREP technician time for conducting outreach, preparing the conservation plan, and providing technical assistance prior to and during implementation. Riparian planting and other management actions are paid by the FSA through a contract with the landowner. The landowner is responsible for all implementation.

A completed water survey form will be uploaded if water rights are associated with the CREP buffer.

This riparian protection project is located along a .68 miles of Butte Creek which is mapped as Essential Salmonid Habitat (ESH) (https://www.streamnet.org). Due to outdated planting actions, the project reach hasn't obtained the woody diversity as originally hoped, continued riparian exclusion will further riparian growth. Re-enrollment into the CREP program will provide benefit to this reach by incorporating additional plantings within the buffer to help shade the reach and maintain cooler water temperatures that support spawning and rearing of steelhead, while increasing the nutrient uptake and reducing sediment load from overland runoff.

While no future restoration plans are in place to date, a contract renewal may very well identify and present additional opportunities to provide habitat improvements or other projects providing ecological benefits.
