The focus of these efforts is on the development of a long-range action plan for the Trout Creek Watershed and the implementation of those actions that will improve fish and wildlife resources in the basin. This project is located in portions of Wasco, Jefferson and Crook Counties, Oregon, that lie east of the Deschutes River, and generally north of Madras, south of Shaniko, and east of Mitchell, Oregon. The latitude and longitude of Trout Creek at its confluence with the Deschutes River is; 44 degrees, 49 minutes and 18 seconds, North and 121 degrees 05 minutes and 13 seconds, West. The latitude and longitude of the headwater area of Trout Creek is; 44 degrees, 30 minutes and 22 seconds North and 120 degrees, 33 minutes and 42 seconds West.
This project satisfies the goals listed in the Deschutes River Sub-basin Summary (Nelson, 2001), that portion of the draft Deschutes Subbasin Plan (2004) that addresses Trout Creek, and the Trout Creek Watershed Assessment (2003), and addresses four essential elements of the Oregon Plan for Salmon and Watersheds (Oregon Plan for Salmon and Watersheds, 1999): 1) Coordinated agency programs, 2) Community based actions, 3) Monitoring and Evaluation, and 4) Corrective changes (adaptive management and regulations). This project also satisfies the objectives of Reasonable and Prudent Alternatives 150 and 153 of the 2000 FCRPS Biological Opinion calling for protection of riparian buffers by protecting high quality habitat and by leveraging the agricultural incentive programs.
The assessment follows the guidelines set in the Oregon Watershed Assessment Manual (Watershed Professionals Network, 1999). Key components that assessment is: 1) Historical conditions, 2) Channel habitat type classification, 3) Hydrology and water use, 4) Riparian and wetland conditions, 5) Sediment sources, 6) Channel modification, 7) Water quality, and 8)

Plant native trees and shrubs by hand and native seed in designated riparian exclosures throughout the Trout Creek Watershed. Planting sites will be areas with low existing plant densities and will be planted in clumps with an overall density of 300-500 plants per acre. Tree planting will occur in sites previously surveyed for cultural resources. Areas that have been freshly scoured with recent high water events may be re-seeded with native seed mix. Areas that have been treated for noxious weeds will be a priority for this work element.

Public Works and local licensed applicators, and now the 1st with the newly formed Jefferson County Weed Advisory Committee (JCWAC). Collaborate with Public Works and JCWAC to provide them with herbicide to be used in the Trout Creek Watershed on "A" list weeds. The County will disperse herbicide to approved landowners and also apply the chemical as well. Coordinate with local licensed applicators that are spraying on private property in the Trout Creek Watershed to potentially provide herbicide for "A" list species. The SWCD will continue to apply chemical to known weed patches throughout the watershed. The program will attempt to control noxious weed species that are found on the county's "A" list. These include Scotch Thistle, Spotted Knapweed and Yellow Starthistle. We will continue to monitor areas with known biological control on certain weed patches to determine if more biological control is necessary or if herbicide will need to be used. We will also continue to inventory weed patches that would be good candidates for biological releases. Potential sites for Linarus minutus releases on Diffuse and Spotted Knapweed patches in forested areas will be further examined and identified. Mechanical measures will be used also to control noxious weeds. This will include chopping hand tools, pulling by hand, and kicking with boot to remove roots from soil. The SWCD will ensure the proper reporting from the SWCD and the County in order to provide accurate accounting of herbicide use to EC. It is important to note the effects of controlling noxious weeds in the watershed. Killing noxious weeds allows the native vegetation to utilize the available nutrients and water found on site. This enables them to thrive and continue to provide cover and prevent soil erosion, both major factors in improving the habitat for summer steelhead in the Trout Creek Watershed. Continue the noxious weed program for the Trout Creek Watershed for the 9th year, the seventh in conjunction with the Jefferson Co. Public Works and local licensed applicators, and now the 1st with the newly formed Jefferson County Weed Advisory Committee (JCWAC). Collaborate with Public Works and JCWAC to provide them with herbicide to be used in the Trout Creek Watershed on "A" list weeds. The County will disperse herbicide to approved landowners and also apply the chemical as well. Coordinate with local licensed applicators that are spraying on private property in the Trout Creek Watershed to potentially provide herbicide for "A" list species. The SWCD will continue to apply chemical to known weed patches throughout the watershed. The program will attempt to control noxious weed species that are found on the county's "A" list. These include Scotch Thistle, Spotted Knapweed and Yellow Starthistle. We will continue to monitor areas with known biological control on certain weed patches to determine if more biological control is necessary or if herbicide will need to be used. We will also continue to inventory weed patches that would be good candidates for biological releases. Potential sites for Linarus minutus releases on Diffuse and Spotted Knapweed patches in forested areas will be further examined and identified. Mechanical measures will be used also to control noxious weeds. This will include chopping hand tools, pulling by hand, and kicking with boot to remove roots from soil. The SWCD will ensure the proper reporting from the SWCD and the County in order to provide accurate accounting of herbicide use to EC. It is important to note the effects of controlling noxious weeds in the watershed. Killing noxious weeds allows the native vegetation to utilize the available nutrients and water found on site. This enables them to thrive and continue to provide cover and prevent soil erosion, both major factors in improving the habitat for summer steelhead in the Trout Creek Watershed. All herbicides and adjuvants will be applied in accordance with HIP conservation measures.

Re-vegetating the disturbed ground will help stabilize the soil and reduce overall erosion and sediment entering the streams/waterways in the watershed. Areas that have been treated for noxious weeds will be a priority for this work element.
