Description    


The modifications and update to the Eagle Fish Hatchery were completed on June 30, 2008.
However, this project met with several deviations to the original proposal. The first deviation was the purchase of a site for a fish hatchery in the Lost River in Mackey, Idaho. Contract negotiations failed and the project sponsor had to find another site to purchase.
As a result of the failed contract negotiations the project sponsor came back to the Idaho PCSRF Board and requested a change in scope, a contract modification to reduce the original PCSRF funds required and a no cost extension to allow more time to secure another hatchery site. The scope of work involved using some of the PCSRF funds to purchase fish transport equipment to be housed or parked at the Eagle Fish Hatchery. The purchase of the fish transport equipment was completed in October 2010. The fish transport equipment has been used and will continue to be used on multiple occasions to transport both juvenile and adult Snake River sockeye salmon.
Another site was found and referred to as the Springfield Hatchery. BPA provided non match Accord funds to purchase this site and the balance of PCSRF funds were used for planning and design services for acquisition and development of the Springfield hatchery.
The modifications at the Eagle Fish Hatchery increased the production for the captive brookstock from 400 eyed-eggs per year class to 800. It also provided isolated holding for anadromous returning sockeye salmon, a chiller unit capable of providing 300 gallons per minute of 8 degree Celsius water and a freezer unit that provides storage for fish food, a covered overhang area that provides storage and an future visitor display area.
At the newly purchased site (Springfield) a new hatchery facility will be built to incubate and rear Snake River-Redfish Lake-sockeye salmon for release as smolts to the Sawtooth Valley, Idaho waters. The new facility will receive eggs and fish from broodstock hatcheries, e.g., Eagle Fish Hatchery to produce fish for reintroduction to, 1) meet existing program release objectives, 2) meet 2004 and proposed 2007-2008 BiOp and related planning document language to increase production by up to 1,000,000 smolts annually, and 3) to address long-term program goals to increase adult returns to meet conservation objectives-ESA-and emerging biological needs of the program.

Project Benefit    


It is well documented that supportive breeding programs can lead to a reduction in effective population size, elevated rates of inbreeding, and loss of genetic diversity and heterozygosity in captive populations of species at risk. Despite this programs efforts to implement state-of-the-art conservation hatchery protocols, some loss of genetic information has occurred annually, just due to genetic drift alone. By returning more adults to the program and incorporating them in hatchery spawning designs, benefits associated with the heritability of fitness correlates such as fecundity and breeding success should be passed on to the population. In fact, adaptation to the captive environment and associate fitness loss can be meliorated through immigration from wild, or natural in our case, contributors. If released to spawn volitinally, adult sockeye salmon experience selection associated with pairing and breeding. As such, fitness benefits may be passed on to the general population.

          The match funding source costs for this worksite were provided by Bonneville Power Administration and included site investigations, consultant service for design and permits, project construction management, start-up/O&M manual, and construction (contract). The basic needs included: water supply improvements; demolition of raceways A, B, C and D; hatchery building, chilled water system; site work; and yard piping improvements. The modification project at the Eagle Fish Hatchery facility included three areas of construction: 1) modification of well # 1 and well # 2 water delivery system, 2) construction of new rearing building on the site of the old A-D raceways, and 3) replacement and additional asphalt around the facility. Well Modifications The modification at well #1 included: demolition and removal of old piping; addition of new pipeline between well #1 and well #2; and building over well #1. The modifications at well # 2 included: removal of old piping; removal of degassing tower; new block building to cover well #2 and house the electrical controls for wells #1 and #2; and construction of a new degassing tower. New Rearing Building The new building was designed with two similar halves divided by a center driveway. One half of the building provides additional rearing space for the Redfish Lake captive brookstrock. Production for the captive broodstock started with 400 eyed-eggs per year class. The expansion allowed IDFG to double the number to 800 eyed-eggs per year class. The second half of the building provides isolated holding for anadromous returning sockeye salmon. The building has a chiller unit capable of providing 300 gallons per minute of eight degree Celsius water. A freezer unit was included to provide storage for fish food, a covered overhang area was included to provide storage for future display area. The north side of the building was designed with Kalwal panels for filtered natural lighting. Facility Asphalt Preliminary site investigations revealed the need for extensive modifications and repairs to the existing asphalt that serviced the new building. Large portions of the original asphalt were removed, base materials were removed and replaced to meet load specifications, and new asphalt was installed after completion of the new building. In addition, fish transport equipment was purchased for this site. That includes two trucks (Freighliner and Ford) and one live fish haul tank.
