Description    


Provided Tribal views and contributions to the development of an implementation plan for the Puget Sound Chinook Salmon through participating in the Shared Strategy Recovery Council and the Shared Strategy Watershed Leads including eventual transition to the Puget Sound Partnership. This included providing tribal inputs to the initial stages of the formation of the new Puget Sound Partnership State Agency charged with the development of the Action Agenda for restoration of Puget Sound Ecosystem health by 2020. Appointed as one of three Tribal representatives on the Ecosystem Coordination Board.

Contributed to the implementation of the WRIA 1 Chinook Salmon Recovery Plan participation in the WRIA 1 SRB Steering Committee and advice to the WRIA Salmon Recovery Board. Served as Lead Entity Coordinator for the implementation of the WRIA 1 Chinook Recovery Plan represented the interests of the watershed in the Lead Entity Advisory Group and conveyed information back to the WRIA 1 Work Group. Monitored SRFB development of funding criteria in 2007 for the Work Group. Coordinated the solicitation of project proposals, briefing of SRFB review panel and WRIA 1 Combined Review Team, Combined Review Team ranking and recommendations to WRIA 1 SRB for submission to the SRFB.

Participated in Work Group of fisheries and hatchery managers and biologists from State, Tribal and Federal Agencies to review the failure of the South Fork Supplementation Project to identify South Fork Chinook population in the 2006 effort. Implemented improved supplementation plan in 2007.

Regularly provided comment on the need and strategies for the implementation of the Puget Sound Chinook Salmon Recovery plan and the Puget Sound Recovery Plan in Tribal Caucuses, Lummi Fisheries and Natural Resource Commission meetings and Lummi Council meetings.

Coordinated development and implementation of juvenile chinook collection program in the South Fork to collect individuals for incorporation into 2006 captive brood program. This resulted in the collection and spawning of one SF female with 300 eggs and the collection sperm for cryo-preservation according to strategy developed by Supplementation Work Group. Also coordinated South Fork Chinook escapement estimation efforts.

Project Benefit    


A) A Lummi institution and infrastructure that can meaningfully contribute to the development of plans that can recovery salmon while minimally affecting treaty right fisheries.
B) Progress on refining the WRIA 1 Salmonid Recovery Plan Early Chinook Chapter,
C) Progress on development and implementation of the Puget Sound Chinook ESU Recovery Plan
D) Planning and Management of harvest and hatchery actions to the requirements of the Hatchery and Harvest Sections of the Recovery Plans.
E) A viable chinook supplementation program for the early chinook stock in the South Fork
