Description    


This project supports four Tribal staff members working towards watershed and sub-basin planning and assessment. One individual will oversee the development of a land acquisition plan with the goal of designating lands into a river trust and conservancy or some other long-term protective management mechanism. The lands that will be investigated for purchase will be riparian and wetland areas that are important for spawning or rearing of salmonids.

This project will also provide an individual to participate in the development of annual fishing plans to assure that fisheries are being managed to provide adequate protection to Hood Canal salmon stocks. In-season management and post-season evaluations of the fisheries will be conducted to assure that protective management actions are effective. The individual will work in various technical salmon recovery planning forums with other Tribal, State and Federal fisheries biologists, and will provide technical assistance to Tribal policy representatives. As a co-manager of the fisheries resources in Hood Canal, the Skokomish Tribe participates in the development of fishery management and recovery plans. Tribal managers must understand complicated technical data and issues to make sound decisions in the development of these plans. This position is necessary to provide analysis of technical issues for the Tribal managers. The region will be primarily Hood Canal, with input into the management practices in outside areas where Hood Canal stocks could be intercepted or otherwise impacted. Tribal policy representatives need to have assistance from qualified technical staff in the development of salmon recovery plans, and in the development of sound management practices that protect the Tribes treaty protected resources. This position will provide such assistance.

A third individual will act as a Tribal representative in the various local, regional and statewide salmon recovery forums and planning processes and will be responsible for development, implementation and compliance of PCSR projects. Duties of the position will include: tracking and monitoring the activities in the planning forums, keeping the Tribal Council and community members informed of theses activities, and analysis of effects of proposed recovery activities on stocks of concern in Hood Canal. This project will contribute to salmon recovery by assisting in the development of effective habitat, harvest and hatchery management plans.

The final position will oversee the recovery of salmon in the Hood Canal and provide guidance to the Skokomish Tribes salmon biologist with the development of annual fishing plans to assure that fisheries are being managed to provide adequate protection to weak and threatened salmon stocks. This position will also provide leadership for in-season management and post-season evaluations of the fisheries to assure that protective management actions are effective. This individual will be responsible for presenting technical data, collected by biologists, to the fish committee and Tribal Council, so we as co-managers can take appropriate action to ensure the continued recovery of Hood Canal salmonids. Tribal managers are responsible for taking complicated technical data, complied by biologists, and presenting it to Tribal policy representatives so development of sound management practices that protect the Tribes treaty resources can occur. This position will provide that assistance while overseeing the activities of the biologists.


Project Benefit    


The beneftis will include river restoration and proper salmon management. The Tribes and the State are co-managers for salmon recovery and as such, it is vital for the Tribes to work closely with the State. This program allows the Skokomish Tribe to employ staff dedicated to harvest management, salmon policy and salmon recovery.
