Description    


During the term of this project there were a few deviations due to a change in ownership of the property.

Ownership of the property was passed from The Nature Conservancy to the Idaho Department of Fish and Game. As part of this transfer both parties agreed that the homestead houses would be removed. The timeframe to move the houses was over and above the original worksite end date. Two hundred and fifty feet of the project proposed fencing sets behind the homestead houses. Rather than tear down the existing fence 250 feet of fence, build the new fence, tear down the new fence to remove the houses and then put the new fence back, IDFG agreed to construct the 250 of jack post and pole fence after the buildings have been moved. The materials for the final 250 feet of fence purchased through this project was delivered to the worksite and protected from wet weather conditions so IDFG can build the final 250 feet of fence with these materials once the houses have been removed.

In the original proposal the 12,950 feet of fence was to tie into an existing 4,408 feet of jack fence built in 2003 by BPA. However, the new landowner, IDFG, wanted the BPA fence moved. Both IDFG and TNC agreed to move the fence and tie it into the new PCSRF fence by the 2006 summer end. One of the performance measures has been updated to reflect the total amount of fence.

During the project it was determined that at least two stream crossing need to be installed to prevent cattle from entering the riparian zone by way of the streambed. This was not addressed in the original bid for this project. Temporary fence was installed to protect the riparian zone and IDFG agreed to follow up and install permanent needed stream crossings.

There was also a slight deviation in the construction path to fence the riparian area of the river in the natural area that is encompassed by the conservation easement. This change was necessary to accommodate a riparian management area and prevent placing the fence through the middle of a wetland that would not accommodate an estimated fence life of 15 years.

Completed actions on the property through this project after deviations: A total of 12,950 feet (2.45 miles) of fence was constructed effectively protecting 1.7 miles of stream bank.

2-3-10 - UPDATES to this project worksite conducted outside of this project scope:

The homestead buildings have been removed by Fish and Game and they are currently installing the final 250 feet of fence.

The BPA fence was moved and tied into the existing PCSRF fence in the spring of 2009 through a partnership among IDFG, TNC, CSWCD and volunteers.

Stream crossings were installed by IDFG in the summer of 2008 and are still functional at this time. IDFG has been responsible for the operation and maintenance of the streams crossings.

Project Benefit    


Project actions will address several key limiting factors in the Pahsimeroi River including elevated water temperatures, high levels of sediment input by restoring and protecting riparian habitat along the Pahsimeroi River. Project actions will provide direct benefit to spawning and rearing Snake River Basin ESU Steelhead and Snake River Spring/Summer-run ESU Chinook.

      The Pahsimeroi fisheries are monitored through existing IDFG fisheries programs including Idaho Supplementation Studies and General Parr Monitoring. Future habitat response to riparian protection in the project area will be monitoring via Upper Salmon Basin Watershed Project monitoring protocol for the duration of the Custer Soil and Water Conservation District contract period with the landowner. Fisheries monitoring by IDFG will occur annually as long as continued funding is available.
