Tualatin River Watershed Council Capacity 2025-27

The Tualatin River Watershed Council (TRWC) is located in Hillsboro, Oregon. The TRWCs work covers the entirety of the Tualatin River basin which is most of Washington County. For almost 20 years the TRWC has been conducting aquatic restoration activities, educating the watersheds citizenry, and engaging partners. This capacity project will support efforts to provide greater strategic direction to our programming and more deeply engage with our key partners. Some of our key partners include Clean Water Services, the Joint Water Commission, Tualatin Soil, Stimson Lumber, and Water Conservation District, and the Tualatin Riverkeepers.

This capacity project will support the Council’s ability to plan engagement and restoration for Upper Willamette River steelhead and Lower Columbia River Coho in the Tualatin River basin. Current planning includes restoration work for the Coffee Creek Fish Passage Project, aiming to fully reconnect four miles of cold water tributary habitat to the mainstem of Gales Creek. This cold water habitat is crucial for salmonid and steelhead spawning and summer rearing.
