This project helped fund and implement FAST for the 2022 and 2023 seasons, as well as contracting for the 2024 season. The FAST Program, otherwise known as the Fifteenmile Action to Stabilize Temperatures program, is a unique plan that temporarily increases streamflow by having irrigators voluntarily shut off irrigation during temperature spikes. At the heart of the project is an ODFW-developed model that forecasts stream temperatures for the following week at four sites on Fifteenmile Creek and one site on Eightmile Creek. When temperatures lethal to juvenile steelhead are predicted at two or more sites for two or more days within the next three days, the Flow Restoration Coordinator issues an alert to participating irrigators. This message prompts enrolled irrigators to stop irrigation to increase instream flows and lessen the intensity of predicted stream temperatures on ESA listed Middle Columbia Steelhead and other aquatic life.
The 2022 and 2023 FAST seasons were successfully implemented as planned. The 2022 FAST season included 10 alert days, while the 2023 season did not have any alert days due to a relatively mild summer season combined with a better water year than previous years. Additionally, the 2023 season included the highest number of enrolled acres in the programs history.
Proposed metrics that were originally reported for a single proxy site were distributed to the final worksites.
Project Benefit
FAST provides temporary temperature relief to steelhead by giving irrigators a means to plan ahead and curtail their irrigation withdrawals when temperatures lethal to steelhead are predicted. The ODFW model predicts these stream temperatures by using temperature loggers to measure Fifteenmile Creek at four different locations with varying elevations. The threshold temperature that triggers the alerts varies by elevation. When lethal temperatures are predicted an alert is sent to all participating irrigators in Fifteenmile Creek and Eightmile Creek (a tributary to Fifteenmile Creek). Once the alert is sent irrigators participating in FAST are required to turn off their irrigation systems immediately and document that they are shut off. When irrigators shut off their systems they provide an immediate boost to streamflow and stream temperatures.
Fifteenmile has chronically low flows which exacerbate the high temperatures that plague the creek. The water left in stream during these critical times benefits steelhead and their habitat by providing increased stream flows and cooler water to fish and other aquatic organisms.
