Description
This project will support the Port Gamble S’Klallam Tribe’s (PGST) harvest management program. The finfish program manager in coordination with the Point No Point Treaty Council collaborates with other co-managers of fisheries in Hood Canal and the Strait of Juan to Fuca to protect listed populations of Puget Sound Chinook, Hood Canal Summer Chum, and Puget Sound steelhead while providing sustainable harvest opportunities for PGST tribal members. Management activities including stock status updates and recovery plans are utilized to ensure consistency with the conservation objectives in harvest planning. The finfish manager will participate in pre-season fisheries planning forums (i.e., North of Falcon and PFMC meetings) to exercise the tribe’s co-management mandate. The finfish manager will also participate in pre-season and in-season management of Fraser River sockeye and pink salmon fisheries monitoring bycatch levels for impacts to ESA listed stocks. The harvest management project scope also includes the development of annual fisheries agreements, updating recovery plans, and issuing both annual and in-season regulations. This will include annual fishery planning with WDFW, NOAA, NWIFC, Hood Canal Coordinating Council (HCCC), and associated technical and policy committees and groups.
Project Benefit
Harvest management is essential for all tribes and states, creating a system of checks and balances that preserves fishing rights while meeting critical escapement and recovery targets. This program plays a crucial role in protecting, sustaining, and recovering salmon and steelhead fisheries. Without it, harvest rates could reach unsustainable levels, jeopardizing the recovery and resilience of these species.
