Description    


The Upper Columbia Salmon Recovery Board (UCSRB) operated over the duration of this grant to coordinate the implementation the Upper Columbia Spring Chinook and Steelhead Recovery Plans. The UCSRB coordinated efforts of federal, tribal, state, regional, local, public, and private entities working on salmon recovery in the Upper Columbia Region. Much of this work occurred because UCSRB is the Lead Entity in the Region and coordinates and facilitates the Salmon Recovery Funding Board annual grant round. The UCSRB solicits project proposals from salmon recovery organizations, coordinates and facilitates field tours and presentations to the Upper Columbia Regional Technical Team and Citizen Advisory Committees.

Worksite #1 – The Upper Columbia Salmon Recovery Board address emerging issues affecting salmon recovery; work with partners throughout the region to implement the plan strategies and actions; provide guidance to lead entities for annual project review and ranking; determine annual allocation for SRFB project funding; track projects; and conduct review of existing monitoring activities.

Worksite #2 and #3 (worksites designate funding sources only) - The Lead Entity coordinates the Citizen Advisor Committee and technical team. This includes arranging and facilitating meetings for both groups. The lead entity will submit a ranked habitat project list to RCO which includes community outreach, scheduling site visits, compiling project rankings, scheduling applicant workshops, etc

Project Benefit    


The UCSRB leads the coordinated development and implementation of locally-driven watershed management and salmon recovery plans across the region to restore at-risk fish.

          Description and scope of the Recovery Plan implemented
          The UCSRB works with partners to facilitate implementation of salmon habitat restoration and protection projects that are consistent with the Upper Columbia Spring Chinook Salmon and Steelhead Recovery Plan. The UCSRB serves an essential coordination and communication role for the region that ensures broad based community, state, federal and Tribal support and understanding of the plan and its objectives. The UCSRB also coordinates with entities working in those sectors outside of habitat (i.e. hatchery, harvest and hydropower) to report progress toward program goals that similarly contribute to recovery.

          The Upper Columbia Salmon Recovery Lead Entity will work with project sponsors, member groups, local agencies, and others to document the goals and strategies needed for salmon recovery in its area. The lead entity will also build community support for project recruitment and development through outreach activities and assist partners with cross-watershed communications for consistent messaging.
