Description
The Northwest Indian Fisheries Commission (NWIFC) tribes have been active participants and supporters of all aspects of the hatchery reform effort since its inception. In FY 2000, tribes developed a very extensive annual Request for Proposals (RFP) and evaluation/ranking process for implementing hatchery reform recommendations, with the criterion that the projects were to be consistent with HSRG recommendations. At the request of Congress, this ranking process is conducted in advance of funding decisions so that individual projects are identified for decision-makers. Beginning in 2009, the tribes asked the HSRG to review the project list developed from the tribal ranking process to ensure that the projects were consistent with HSRG recommendations and priorities. Again in 2010, the NWIFC asked the HSRG to review the tribal project list to ensure that projects are consistent with HSRG recommendations and priorities or were otherwise necessary for hatchery reform.
Tribal Hatchery Reform: The tribal grant request for $2,638,055 implemented projects that improve, evaluate, and monitor hatchery practices and strategies and modify or construct hatchery facilities to improve hatchery operations. The new PCSRF reporting metrics require a seperation of enhancement and monitoring/research projects. This enhancement project included 16 distinct projects desribed in the worksites totally $2,318,222. The remaining four projects were classified under monitoring/research under a seperate project number.

Replaced the drainage system for the four large rearing ponds with an open concrete channel. Bring the fourth, unused pond on-line, increasing the hatchery’s capacity to rear fish. Constructed “mud-kettles” inside the ponds to trap sediment in an effort to mediate total suspended solids in the hatchery discharge water. Constructed an abatement pond so that the Skookum Creek Hatchery discharge is in compliance with the US EPA's general NPDES permit. |

The final materials used for the 200-foot barrie were PVC suspended by cables with 10-inch vertical bar spacings, meeting the NOAA-approved fish passage guidelines. The barrier has proven to be effective in preventing adult pinniped access and keeping them out of the holding pond and fish ladder, though baby seals can squeeze through, though this was anticipated from the beginning by NOAA and Tulalip. |

Remediation was conducted, more thorough assessments of the instable hillside in the vicinity of the water intake structure were concluded, and secondary accomplishments included geotechnical assessments on alternative water sources. Services provided by the geotechnical engineering firm concluded that high risk to the intake is still apparent and further slope failure is imminent. Soil and bedrock boring concluded that an engineered stabilization of the hillside is possible w |
