Description
This project provided funding for the Okanogan County lead entity program. The lead entity program is the channel through which all habitat protection and restoration projects go to the Salmon Recovery Funding Board (SRFB). The SRFB review/evaluation panel, staff from WDFW and SRFB/Recreation and Conservation Office (RCO), and the lead entities ensure that high quality, locally supported projects are considered for funding by the SRFB.
Project Benefit
With support and direction from the Legislature, Washington State developed the Statewide Strategy to Recover Salmon. Its goal statement is “Restore salmon, steelhead, and trout populations to healthy and harvestable levels and improve the habitats on which fish rely.” Recognizing that a strong watershed-based locally implemented plan is essential for local, regional, and statewide salmon recovery and that habitat restoration is a vital component of salmon recovery efforts, the Legislature developed a framework for the creation of lead entities.
A lead entity’s primary purpose is to establish a citizen committee to compile a list of habitat projects, establish priorities for individual projects, define the sequence for project implementation, and submit these activities to the Salmon Recovery Funding Board as the habitat project list. By providing a citizen-based evaluation of the projects proposed to promote salmon habitat, the lead entity builds community support for salmon recovery while improving the habitat our salmon rely on.

This plan recommends recovery actions for all sectors (Harvest, Hatchery, Hydro, and Habitat) that affect populations of spring Chinook, steelhead, and bull trout in the Upper Columbia Basin. Identified in this plan are 306 recovery actions to be implemented within the Upper Columbia Basin. By sector, there are 87 harvest actions, 16 hydro project actions, and 153 habitat actions. In addition, there are 188 monitoring and research actions, which, when broken down by sector is 55 harvest actions, 76 hatchery actions, 8 hydro project actions, and 49 habitat actions. All the recommended recovery objectives and actions identified in this plan may be modified in response to monitoring, research, and adaptive management and as determinations made in other processes. Any modification, especially those that change the regulatory environment or impose additional costs or restrictions on private property and water rights, shall be submitted for public review and comment by local governments and stakeholders, and approved by the UCSRB before implementation. The CSRB is the coordinating body for the plan and it is their responsibility to make sure the plan is implemented in a voluntary manner. All proposed recovery actions will be coordinated with local stakeholder input and local stakeholders will be included in the development of any of the planning processes that may affect their interests.
