Description

Mark-selective Chinook fisheries implemented in the marine areas of Puget Sound and the Washington coast were intensively modeled and monitored in order to be compliant with in-season fishery management needs, agreements with the Northwest Treaty Tribes, and federal requirements to document impacts on Endangered Species Act (ESA) listed Puget Sound Chinook salmon. Several data parameters were evaluated via a specialized sampling program incorporating dockside angler interviews (creel surveys), on-water monitoring (boat surveys), and expanded efforts to distribute and collect voluntary salmon trip reports from the angling public. The objective of this project was to evaluate and model the critical data parameters needed to assess impacts of mark-selective Chinook fisheries in Puget Sound and the Ocean, as required by State-Tribal agreements. These data parameters included estimates of how many salmon are being encountered, adipose fin mark-rates by species, the species composition of encounters, unmarked salmon retention error, legal and sub-legal size rates of Chinook salmon encounters, and mortalities of retained and released salmon as well as marked and unmarked double index tag groups. Modeling and monitoring of this type required expanded data collection and analysis methods along with additional resources.
