Description    


This project was unable to be completed within the contract period. The Nez Perce Soil and Water Conservation District (NPSWCD) will pursue funding at a later date when the project is closer to implementation.



Approximately 100 feet of Tom Beall Creek in Nez Perce County, Idaho was proposed for steelhead habitat improvements. Tom Beall Creek, a tributary to Lapwai Creek within the Clearwater River Basin, is blocked for steelhead migration during all life stages due to a culvert passage barrier. The Nez Perce Soil and Water Conservation District (NPSWCD) proposed the removal of the existing barrier and replacement with a fish passable structure in order to restore access to 4.0 miles of steelhead habitat.



This project is needed in order to provide passage connectivity for steelhead adults spawning and juveniles. The project is located in a known spawning area, has perennial flow and good habitat conditions upstream and downstream of the site. This site is an annual barrier blocking 4.0 miles of habitat.



Phase 1 of this project was a design phase funded by the Idaho Office of Species Conservation through the Pacific Coast Salmon Recovery Fund which was completed in 2019. Phase 2 for implementation was proposed for completion in 2023, but was not completed before the contract deadline due to complications with supply chain delivery and manufacturing of a culvert. The NPSWCD plans to reapply for funding for this project at a later date. The permitting, design work, and NEPA work was completed and will be used for future implementation.

Project Benefit    


The steelhead migration barrier to be removed would have allowed fish passage to occur during all life stages and at all flow levels. Benefits to salmonids include access to upstream and downstream refugia and habitat during summer months.
