Description and scope of the plan implemented
Steelhead historically returned to the Eel River in droves. The Construction of Scott Dam on the upper mainstem Eel River in 1922 blocked access to more than 100 mi of anadromous salmonid habitat. Annual counts at the Van Arsdale Fish Station averaged above 4,000 adults in the 1930s, but have averaged fewer than 500 adult steelhead over the past two decades.
