Description
Pierce County currently owns several floodplain properties along the left bank of the Carbon River (north side of Alward Road or 177th ST E), east of Orting, WA. Pierce County has a plan to construct a 9,800 Lin-Ft setback levee along Alward Road and remove the existing levee which constrains the Carbon River. Before the levee can be setback, many more properties need to be acquired. The SRFB project sought funding to acquire up to four additional floodplain properties on the left bank of the Carbon River (north side of Alward Road or 177th ST E), between river miles 6.8 and 8.1. The project benefits Chinook, chum, coho, and pink salmon, steeelhead, and bulltrout. The properties acquired under the grant project are as follows:
1. Houston/Wilkinson 24217 - 177th ST E Parcel 0519254031
2. Hastings 22911 - 177th ST E Parcels: 05192664033, 0519264034 and 0519351029
3. Rigley 22613 - 177th ST E Parcel 0519264045
All structures were removed from the properties and the sites stabilized from silt laden runoff and erosion. The subject properties will be left as open space in perpetuity and allowed to naturally revert back to natural beneficial conditions for fish habitat.
Project Benefit
Acquire three primary Carbon River floodplain properties so that an existing levee which constrains ~9,800 Lin-Ft of the Carbon River along Alward Road may be setback. The property acquisition project benefit salmonids and their habitat by protecting and preserving the acquired property as floodplain riparian corridor open space in perpetuity.

The Carbon River Alward Raod (177th ST E) Setback Levee is identified in the Pierce County Setback Levee Feasibility Study and is the highest priority and rank for the Carbon River system.
The project site area is also listed in the Pierce County Comprehensive Flood Control Management Plan in which it identifies a setback levee for this reach of Carbon River. |
