Description    


This project provided assistance to the individual Tribes and their project managers to ensure that the information that was entered into the PCSRF database for old and current projects were correct. Technical support was provided in ensuring that the project managers completed all of the necessary fields, and also to decipher the missing fields, and information that was sought from NOAA. The PCSRF data manager also submitted all of the progress reports as well as all of the financial reports that were requested from NOAA.

Project Benefit    


This project benefited all of the Commission Tribes as well as the Klamath River Inter-Tribal Fish and Water Commission in ensuring all data entered into the database was up to date and correct.

          Overall the PCSRF program has received increased scrutiny. The Inspector General did select program audits under their Performance Assessment Rating Tool (PART), and was critical of the fiscal accountability and oversight performed by some organizations. NOAA has addressed the PART findings by updating the MOU's with each entity and will require more frequent reporting on a quarterly basis for quality control. In addition, Congressional appropriations report language has expressed "concern" over the lack of effective performance measures for the program. Data quality and completeness in the PCSRF database has become a critical component of the PCSRF program as it is the coastwise inventory of performance metrics and the basis for measuring program performance. it is essential that accurate project data be entered into the PCSRF database on a timely basis. The initiation of the quarterly validation reprots is revealing areas where data quality reviews are necessary. Additional staff will be secured to address PCSRF data input and quality issues. This project is for costs associated with reentering existing PCSRF database information into the new database and for obtaining all data missing from the old database and incorporating the information into the new database. Data quality and completeness has become a critical component of the PCSRF program and providing staffing and related expenses for a person to ensure completion is the objective of this program.
